ULLMC bylaws

1. Membership

1.1 The committee shall be composed of no more than four (4) representatives from the University Libraries and four (4) from the Union.

1.2 There shall be three (3) ex officio members to work with the ULLMC: a staff person from the Office of University Human Resources, a staff person from the Union, and the University Librarian or his/her designee.  One (1) Local Officer or Steward may attend the ULLMC as deemed necessary by Labor as an ex officio member.

2. Terms of Office

2.1 The term of service on the ULLMC will normally be for two (2) years.  In the initial period of operation, two (2) Union representatives’ terms will end the last day of June 1996.  Two (2) management representatives’ terms will end the last day of June 1996.  Each constituency is independently responsible for determining which terms end in June 1996.

2.2 Subsequently, the appropriate number of terms for each constituency will end on the last day of June of each year.

3. Committee Officers

3.1 The Union and the University Libraries will each designate one (1) member to serve as co-chair.  The co-chairs, along with other Committee members, will carry out all functions of the Committee, finalize the agenda, maintain an online presence for the committee, and arrange meeting dates, times and places and alternate chairing the meeting.

3.2 A recording secretary for the ULLMC will be appointed by the Libraries administration.  The secretary shall keep membership lists and other documents current, schedule rooms, and distribute minutes and agendas to Committee members prior to each meeting.

4. Meetings of the Committee

4.1 The Committee shall meet monthly or as the Union and the University Libraries mutually agree.  Members may attend meetings up to one and one-half (1-1.5) hours monthly during regular business hours after providing reasonable notice to their supervisors.  Members shall lose no pay for attending Committee meetings, which are held during the employees’ scheduled work time (up to one and one-half hours (1-1.5) maximum, unless mutually agreed otherwise).  However, the University Libraries shall have no obligation to reimburse employees for related expenses.  The co-chairs may, by mutual agreement, cancel a meeting of the ULLMC.  Committee meetings will usually be held on University property unless the Committee agrees to other accommodations.

4.2 The regular time and place will be determined by the full Committee at their first regular meeting in July.  Members of the Committee shall inform their co-chair if they are unable to attend a ULLMC meeting.  Modifications of the date, time, and place can be made by Committee consensus.

5. Meeting Agenda 

5.1 The agenda shall be determined at the end of each Committee meeting by consensus.  During the meeting any member may propose any additional items for the agenda and such items will be added to the agenda by consensus of the Committee.  The co-chairs shall finalize the agenda and send it to the secretary.  The agenda shall be further detailed, and distributed by the secretary at least one (1) week prior to the meeting.

6. Committee Action

6.1 The ULLMC will have no authority to modify the terms of the Agreement between the parties.  Disputes over alleged contract violations should be pursued through Article 21, Settlement of Disputes.

6.2 Recommendations from the Committee shall be forwarded to the University Librarian or his/her administrative designee(s) to be implemented.

6.3 Committee decisions shall be by consensus only.  Committee decisions are recommendations only, and are not binding on the parties.  The Committee shall monitor the progress of its recommendations.  The ULLMC is not a collective bargaining forum.  However, Committee recommendations can be forwarded to negotiators for consideration and incorporation into collective bargaining.  Periodically, the ULLMC shall assess its progress and processes.

7. Compensation

7.1 If mutual agreement is reached in the ULLMC to have more than one and one-half hours (1-1.5) paid time of ULLMC work in a specific month, a ULLMC member from the University Libraries will make appropriate contact to attempt to arrange for further paid labor/management time for Union ULLMC members.

8. Orientation and Training

8.1 As new members become part of the ULLMC, they will attend an initial orientation session before the first meeting they attend, if possible.  Training offered by the Twin Cities Area Labor Management Council should also be considered, when available.

9. Filling Vacancies 

9.1 When a ULLMC member leaves before a term is completed, a replacement will be chosen by the representative constituency.

10. Amendment of Bylaws 

10.1 All members of the Committee must agree in order to amend these bylaws.
